Summary

retarget the Rust relay compatibility baseline to upstream portal-tunnel v2.3.4
add v2.3.4 landing-page fields to public and policy API shapes
accept PORTAL_FRONTEND_DIR index.html SPA layouts while preserving legacy frontend layouts
serialize policy-state writes and retarget official-client/API smoke defaults
