Summary

Retargets the Rust relay compatibility baseline to upstream gosuda/portal-tunnel v2.2.2.
Updates protocol/API parity, fixtures, docs, version metadata, and compatibility smoke scripts.

Validation

cargo clippy --locked --all-targets -- -D warnings
cargo test --locked -p portal-relay (119 passed, 3 ignored)
